00:05:53>>> Blue shield of california is changing its tune.
00:05:57Protesters marched in front of the company's san francisco office today in response to its refusal to delay rate hikes.
00:06:03The company released a statement after the demonstration saying that it would delay hikes by 60 days in accordance with the request from the state insurance commissioner.
00:06:16The insure had planned to raise premiums on nearly 200,000 californians by as much as 59% starting march 1.
00:06:29>>> This sounds like the plot of an odd ball sitcom, but tonight, a bay area crew launched a rescue operation to save a sheep named peter pan, and a dog named sparkles.
00:06:42They got stuck on a cliff near richmond near canal boulevard.
00:06:47How the animals wound up there in the first place.
00:06:49>> Reporter: If you can believe it, the story actually gets even better.
00:06:55Peter ban belongs to the butts.
00:06:58That's right, shirley butt has a small farm nearby and thinks sparkles couldn't resist causing a little trouble.
00:07:05It was a chase that ended with a very unusual rescue.
00:07:09It's a tale of two animals.
00:07:12The dog named sparkles allegedly chased peter pan, the sheep, and got them both trapped on a cliff, 220 feet above richmond.
00:07:22>> It's a cliff that's very unstable.
00:07:26Has a lot of large loose rocks.
00:07:27>> Reporter: Firefighters took over, when the dog walker tried to rescue the pair from their precarious position.
00:07:35It did more than a dozen richmond fires in a dare devil operation.
00:07:42The labrador mix apparently could not wait to be rescued.
00:07:48>> She a little bit mischievous?
00:07:49>> That I did not pick up on.
00:07:51She was extremely compliant.
00:07:52>> Reporter: For peter pan, it was a different story.
00:07:55Even though there was not much space, the sheep skidded away from its rescuers multiple times.
00:08:02>> Mainly, it was just afraid.
00:08:04It would try to get away.
00:08:05And the best thing you could do was to try to tackle it.
00:08:09I think he did.
00:08:10>> We were lukey to -- lucky to get him into a corner, we just pinned him into that corner and leaned on him, and kept him pinned down.
00:08:22>> Ridiculous that it's a sheep, but I'm glad it's not, I'm glad nobody got hurt, and that it's wonderful that they are so professional, and so organized.
00:08:31>> Reporter: Peter pan seemed a bit disoriented after the ordeal.
00:08:34He a cut on his nose, but otherwise seemed all right.
00:08:37After all, he did leave in a cadillac escalade.
00:08:41>> He has an appetite, he can have all the alfalfa he wants.
00:08:47>> Reporter: Apparently, that's peter pan's favorite food.
00:08:50Animal services says while they have talked to sparkles owner, they can't release the dog just yet.
00:08:57Animal rescue insides to make sure that sparkles didn't do the cut on peter pan's nose.
00:09:02So far, the evidence shows that the dog may be guilty of getting them trapped, but probably didn't bite peter pan.
00:09:15>> That was a very expensive rescue.
00:09:17>> Reporter: And the owner of the escalade has no idea peter pan was in the back.
00:09:22Hear not going to tell her.

00:09:30>> Hopefully, that person is not watching the news.
00:09:32>> But the good news is that sparkle butt is home.

00:11:26someone tried to put it out >>> kind of a tough day for the owner of this car that erupted 00 this afternoon.
00:11:34Someone tried to put it out, using a fire extinguisher, but it didn't really do much good.
00:11:41A few minutes later, firefighters showed up and they put it out.
00:11:46>>> This week, the feds are trying out less invasive airport body scanners.
00:11:52The tsa unveiled the new software today.
00:11:55It lets passengers see the same images that security scanners see.
00:12:05It also uses a more generic body image.
00:12:12>>> Some muni employees are going to have to start to pay to park at work.
00:12:19Those permits cost $80 a month.
00:12:22Some union contracts exempt employees from paying for parking, so they'll be able to park for free for the time being.
00:12:29>>> The board agreed to move forward with a plan to give residential parking permits to nannies.
00:12:35Childcare providers said they need to be able to park for several hours at a time, so they don't leave kids unattended while they move the car.
00:12:47Street parking is already difficult.
00:12:52The city has not unveiled the plan.
00:12:56>>> Entrance exam scores got lost.
00:12:58101 Students at open technical high school found out two weeks ago that their a.c.t.
00:13:08Answer sheets were damaged.
00:13:09It happened outside of its control, but that is little comfort to the students scrambling to get into a school.
00:13:21>> I was panicking, like can i retake it?
00:13:25Will the scores get sent in time?
00:13:28has told students they can retake the tests this month, and their registration fees will be refunded.
00:13:34But some schools told students they will not accommodate late scores.
00:13:39>>> A bay area artist has made what he believes to be the world's smallest replica of the white house out of a single toothpick.
00:13:50Steven backman says it took him several days to make it.
00:13:55He's done all sorts of landmarks and many cable cars as well.
00:14:00He used a razor blade to shave the many pieces of wood.
00:14:05>> I use a needle nose plyers to bend the toothpick like that.
00:14:10It takes many hours to create these sculptures.
00:14:13>> He got his start with toothpick art at the age of 5.
00:14:17The first thing he made was a dna molecule from toothpicks and beads.
00:14:26>>> It may seem like spring has sprung in the bay area, we're in the middle of winter.

00:14:35Because the storm is dumping ice across 2,000-mile stretch of the country.
00:14:41In chicago, the storm is expected to get worse overnight.
00:14:45This could be the worst storm to hit the windy city in 50 years.
00:14:50Airlines are already canceled about 10,000 flights in and out of places like chicago, cleveland, philadelphia, new york, boston, and cucamonga.
